I have the honour to transmit for the signification of His Majesty's pleasure an Ordinance entitled "An Ordinance to prevent the Publication of Seditious Matter" together with the customary report of the Attorney-General thereon.
2.
This Ordinance, which is based upon Article 75 of the China and Corea Order in Council, 1904, is designed to prevent a practice, which has been somewhat frequently resorted to of late by members of the Chinese Revolutionary Party, of making this Colony a base for the dissemination of literature inciting to rebellion and murder in China.
3.
The measure is not intended to in any way curtail the freedom of the Press as regards legitimate criticism of current events in China, and the provision that penalties are to be imposed only by the Supreme
